8/6/2025 FY25 Nonprofit Security Grant Program (NSGP) Funding Opportunity
FEMA has released an updated NOFO, along with this year's updated Investment Justification (IJ) form. Interested organizations are encouraged to start working on their FY25 NSGP applications using the FY25 IJ form. We are currently unsure when nonprofit applications will be required by FEMA. Getting a head start on the application process will help ensure we as a state are prepared for the application turn around time, which we anticipate to be very short.
- FY25 Investment Justification (IJ) Form, i.e., the key application form
- Form must be opened with Adobe Acrobat Reader - it cannot be opened in browser.

- After installing Acrobat Reader: Locate the IJ Form in your Downloads folder, right click on the file, click Open With and select Adobe Acrobat Reader.
- The submitted Investment Justification must be in fillable PDF form. A scanned copy of the filled PDF will not be accepted.

FEMA also indicated that a second round of FY24 NSS awards will be made by the end of this month.
Please hold all questions for KHP/the SAA until after 8/15,
unless you are a current subrecipient, and have questions on your current projects, reimbursements, or quarterly reports. Please submit your quarterly reports, which were due 7/31, on Astra if you haven't already.
7/29/25 Update on the FY25 Nonprofit Security Grant Program (NSGP) Opportunity:
- The FY25 Nonprofit Security Grant Program (NSGP) Notice of Funding Opportunity (NOFO) was released for SAAs on July 28th with an SAA deadline of August 11th
- The application process is NOT yet open to nonprofit organizations
- Your application process will take place AFTER the SAA has received word on the status of their state-level application
Later this summer, watch for
- A Webinar/Q&A Opportunity - hosted once the application process is opened to nonprofit organizations
- More information on the application process, including your deadlines
Here's what you can do in the meantime:
- Make sure you and your organization are registered on Astra, the Kansas grant submission portal
- Review the January Educational Training webinar, and other materials on our trainings page.
- Complete the steps outlined in the trainings, including making sure you have a UEI number from SAM.gov
- Review the FY25 NOFO, particularly the goals, objectives, priorities, and example projects on pages 14-18
- Make sure your planned expenses are allowable costs (see Appendix A, pages 43-50)
- If you have an unfunded need that was previously submitted, it is perfectly acceptable to use this as the basis for your FY25 submission, as long as it fits into the funding priorities and the expected costs are allowable.

6/30/25 DHS Nonprofit Security Grant Program - National Security Supplemental Award Announcement
DHS/FEMA announced the initial round of awards and allocations for the FY24 NSGP-NSS funding opportunity. Kansas was among several states that had no organizations awarded this round.
According to this FEMA news release, DHS announced “$94 million in grants to over 512 Jewish faith-based organizations across the United States.”
This information bulletin from FEMA notes that “a second announcement will follow.” We will watch for the second announcement and share the information as soon as we have details.
There have been no announcements on the FY25 NSGP NOFO; nothing is out yet.
