FEMA FY24 NSGP-NSS Webinars

The FEMA Grant Programs Directorate (GPD) hosted two identical webinars on the FY24 NSGP-NSS, the first was on November 14, and the second being on November 21. For more information, and to review the webinar slides see our FEMA Training section.




FY24 NSGP-NSS (National Security Supplemental) Funding Opportunity

FEMA released grant guidance on Monday, October 28th for the FY24 NSGP-NSS supplemental funding opportunity. Here are the key documents:

This opportunity is open to every nonprofit that is eligible. All are welcome to apply, and we especially encourage those that submitted an FY24 application but did not receive funding to reapply.

Kansas City Metro Area

The Kansas City counties of Johnson, Leavenworth, and Wyandotte are still selected as part of the Urban Area Security Initiative (UASI). Nonprofits from these counties must submit through the Missouri Office of Homeland Security. For more information, please refer to the Application Workshop slideshow below:

Key points/highlights:

  • The SAA is placing a limit of $150,000 max requested per site application (vs. $200,000 in the NOFO), with an exception for consortium applicants (see below).
  • As with FY24, multi-facility organizations may submit for up to 3 facilities, i.e., up to $450,000 total for organizations with multiple sites.
  • As with previous rounds, applicants must submit a mission statement, vulnerability/risk assessment, and investment justification (IJ) for each facility requesting funding.
  • You must use the FY24 NSGP-NSS IJ form. If you are resubmitting from a previous year, transfer your information over to the new form.
  • New consortium opportunity: Applicants may apply as a consortium (multiple nonprofits) for up to $200,000 per application and up to $1,000,000 for a consortium. Consortium applicants must work together and submit under a lead organization. In addition to other required documents, a consortium applicant must submit a consortium workbook. See details in the NOFO.
  • A new scoring multiplier was added: For sub applicants facing heightened threat resulting from the Israel-Hamas war, their score will be multiplied by four. Such applicants must draw a clear connection in project narrative to qualify.

Application Schedule:

  • Week of Oct 28th: NOFO released and available for review. SAA working to prepare informational resources and Astra.
  • Week of Nov 4th: Astra updated to receive FY24-NSS applications.
  • Nov 12th: Kansas NSGP-NSS Informational Webinars
  • Now - Dec 13th: Sub applicants review information and prepare applications.
  • Dec 13th: Deadline for nonprofit application submission on Astra!
  • Dec 13-mid-January: SAA team reviews, checks, scores, and uploads applications to FEMA. The SAA team may reach back out to applicants with questions.
  • No later than Jan 24th: The SAA submits all applications and other required summary documentation to FEMA before the Jan 24th deadline.
